Das Projekt untersucht die Gasnetze und ihre Regulierung in sieben europäischen Ländern. Die Ergebnisse zeigen, dass eine Reform der Gasinfrastrukturplanung in Europa notwendig ist, um diese mit den Klimazielen in Einklang zu bringen. Derzeit wird der Ausbau der Gasnetze häufig nachfrageorientiert geplant und berücksichtigt nicht die sinkende Nachfrage nach fossilem Gas zur Erreichung der Klimaziele. Die Studie zeigt konkrete Schritte auf, um die sinkende Gasnachfrage in der Planung und Regulierung zu berücksichtigen. Ausgehend von diesen Beispielen werden Empfehlungen für einen koordinierten und gerechten schrittweisen Ausstieg aus der Nutzung fossilen Gases entwickelt.

Dieses Papier befasst sich mit Regulierungsexperimenten als einer Möglichkeit, neue Regulierungsoptionen als wichtigen Beitrag in Transformationen zu mehr Nachhaltigkeit zu entwickeln und in der Praxis zu testen. Dies geschieht vor dem Hintergrund der Rolle von Experimenten in Transformationsstudien, in der Politikwissenschaft sowie aus einer rechtlichen Perspektive von Rechtsinnovationen. Das Papier stellt eine Typologie von vier verschiedenen Arten von Experimenten mit unterschiedlichen Rollen für die Regulierung vor, einschließlich praktischer Beispiele. Eine Schlüsselfrage ist, ob die Regulierung nur den Hintergrund für technische Pilotprojekte bildet oder ob die Regulierung selbst zum Hauptgegenstand eines Experiments wird. Für letzteren, bisher wenig erforschten Typus stellt das Papier die Regulatorische Innovationszone (RIZ) als ein Konzept für das Experimentieren mit Regulierung vor. Es wurde ursprünglich im Kontext von Smart Grids entwickelt, ist aber auf andere Bereiche anwendbar. Das Konzept wird im Hinblick auf die konkreten Gestaltungsmöglichkeiten und Herausforderungen in der Umsetzung von Regulierungsexperimenten diskutiert.

Article 6 of the Paris Agreement creates an international framework for market-based cooperation between countries and/or entities “to allow for higher ambition in their mitigation and adaptation actions and to promote sustainable development“. Article 6.2 provides a framework for engaging in cooperative approaches involving internationally transferred mitigation outcomes (ITMOs). Article 6.4 creates a new United Nations carbon crediting programme, also known as the Paris Agreement Crediting Mechanism (PACM), overseen by the Article 6.4 Supervisory Body. Articles 6.2 and 6.4 are operationalised through decisions taken under the Paris Agreement. While distinct systems, they can intersect, as emission reductions or removals issued as Article 6.4 Emission Reductions (A6.4ERs) under the PACM, or by other eligible carbon crediting programmes can be authorised under Article 6.2 as ITMOs. A6.4ERs that are not authorised as ITMOs are referred to as Mitigation Contribution Units (MCUs).

Analysis of Greenhouse Gas Emissions of European Countries with regard to the Impact

The study investigates the climate policies of the European countries and evaluates their contribution to greenhouse gas reductions that have already been achieved as well as those which are projected for the future. It is based on a decomposition analysis which allows the driving forces of greenhouse gas emissions to be identified and compared. This analysis is supported by an in-depth analysis of selected policies (renewable energy supply, combined heat and power and waste). The analysis shows that the climate policies of all EU Member States can be improved at one point or another and that starting points for the further investigation of potential policy improvements can be identified for each EU Member State. The GIZ is implementing a global project “Support of the Export Initiative for Green Technologies” as a contribution to solving key environmental problems on behalf of the German Federal Ministry for the Environment (BMU). The BMU Export Initiative aims to export know-how available in Germany and support sustainable development worldwide. It includes topics such as poor waste management, air and water pollution or supporting infrastructures for sustainable urban development. Partner countries are Egypt, Jordan, India, Thailand, Malaysia, Indonesia and Ukraine. Project measures focus on building up technical and institutional know-how as well as laying the groundwork for the introduction and use of environmental and climate protection technologies “Made in Germany”. The project component CAP SEA, which stands for Collaborative Action for Single-Use Plastic Prevention in Southeast Asia, focusses on the prevention of single-use plastic (SUP) and reusable packaging systems in Thailand, Malaysia, and Indonesia. Based on its wide experience and knowledge in the field of plastics and packaging in Europe, Oeko-Institut is advising partner institutions in Thailand, Malaysia, and Indonesia in developing context-specific policies, legislation and standards to promote Circular Economy and curb plastic waste in Southeast Asia. The following paper represents one of many short papers prepared by the Oeko-Institut in this context to initiate discourse and guide policy development on single-use plastic prevention in partner countries.
