This report provides an overview of different instrument options targeting at modernisation measures in the building sector. A focus of the report is laid on instruments that aim to trigger ambitious refurbishment measures in the building stock (deep renovation) and thus to converge to the nearly zero energy standard as introduced by the EPBD recast.

This study, commissioned by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), focuses on options to ensure continued GHG abatement from HFC-23 and N2O CDM/JI projects. The study finds that these projects offer a large mitigation potential at a very low cost. Over the period of 2013 to 2030, about 7.5 Gt CO2e could be abated at an average cost of 0.47 EUR / tCO2e. The study concludes that regulations and inclusion of the installations in ETSs seem best suited to address GHG emissions in the long term.

This report covers proposals for recognition criteria for GOs for any fuel type and should help Competent Authorities in implementing a transparent set of criteria for recognition of foreign GOs for national disclosure purposes. Further, the actual approaches for recognising GOs will be displayed. First reactions of Competent Authorities and other stakeholders on the practical usability of the proposed criteria are shown to give an indication if the Member States theoretically support the proposed criteria and consider them as practical usable.
