After 3 decades of unprecedented security and prosperity, Canada is grappling with a shift in economic and political power away from its traditional allies and partners, a return of great power competition, increasing vulnerability to transnational threats like climate change and cyber attacks, and rapid technological change. At the same time, the fabric of Canada has evolved: Canadians are much more connected to the world than in the past, and they have higher expectations for how their government will promote and protect their interests overseas.

Implementation Plan: Canada’s Civil Society Partnerships Policy – High level narrative update on progress 2022

The Government of Canada works with a broad range of partners, domestically and internationally, to strengthen the efficiency and effectiveness of Canada’s international assistance. It recognizes the essential role of civil society organizations (CSOs) as development actors in their own right, and continues to advocate for safe and supportive environments in which civil society can thrive around the world. This engagement with CSOs is affirmed in Canada’s Feminist International Assistance Policy (FIAP). It is restated in Canada’s Policy for Civil Society Partnerships for International Assistance – A Feminist Approach (“the CSO Policy”) and the CSO Policy Implementation Plan, co-developed with the CSO Policy Advisory Group (CPAG), which is composed of senior-level Global Affairs Canada (GAC) and CSO representatives.

Après 3 décennies de sécurité et de prospérité sans précédent, le Canada fait face à un recentrage du pouvoir économique et politique au détriment de ses alliés et partenaires traditionnels, à un retour de la rivalité entre grandes puissances, à une vulnérabilité croissante face à des menaces transnationales comme les changements climatiques et les cyberattaques, ainsi qu’à une évolution technologique rapide. Parallèlement, le tissu social canadien a évolué : les Canadiens ont beaucoup plus de liens avec le reste du monde que par le passé, et leurs attentes sont plus élevées quant à la façon dont leur gouvernement doit promouvoir et protéger leurs intérêts à l’étranger.
