The European Training Foundation has supported the establishment of a National Observatory in Romania hosted within the Institute of Education Sciences (IES) . The Romanian National Observatory (RNO) started its activity in September 1996 as a component part of the National Observatory Network . The National Observatory gathers and analyses information on developments of the vocational training system and the labour market. On the basis of this information the National Observatory and the Foundation periodically produce country reports on vocational training developments in Romania.

The object of the National Scientific Research Institute for Labour and Social Protection (INCSMPS) is the research and development in the field of social and humanist sciences. Therefore, the institute’s main object of activity is to carry out surveys and research with theoretical-applicative character in fields of national interest regarding the human resources management, social development and social protection in Romania. In order to achieve the main object of activity, the following objectives are envisaged: 1. To strengthen the scientific expertise and excellence of the institute in the field of labour and social protection; 2. To use the results obtained by the institute in the research activity, by means of transferring them to the beneficiaries; 3. To integrate the institute in research and development networks, in the country and in the EU, in order to support the research and development policy at national level.

On the homepage the main objective of the project is outlined: a common regional cross-border cooperation in education and research between the frontier cities of Ruse (Bulgaria) and Giorgiu(Romania) involving German and other European partners. Both of these towns have common historical roots and are forming two pillars of the so-called „Danube Bridge“. In the framework of European integration and the intensification of the Bologna Process two Master Programmes will be offered: European Studies with focus on Regional Cooperation (in Ruse) and European Public Administration (in Giorgiu).
